Yes it is.
Can you try re registering the faulty DLL. You can do the same by:
1. Clicking on Start menu and type "cmd"
2. In the top section of the menu you will be able to see cmd.exe. Right click on the same and click on "Run as Admin"
3. In the Command Prompt window that appears, type:
4. Close the command Prompt and all Internet Explorer sessions and try downloading the EXE again.
