I suspect you're experiencing some pretty slow, choppy playback. When I work with 4K footage, I set the Paused/Playback Resolution to at least 1/4 if not 1/8. It still looks great in the Source/Program Monitor, and you'll get much better playback.

Both software and hardware MPE accelerate playback--that's the whole point of the technology. What MPE doesn't accelerate is decoding.
It's not just semantics--it's an important distinction.

Normally I see a yellow bar meaning it is partially accelerated. For instance all of my M2TS or MOV files seem to always have the yellow bar, until I stuck a R3D file.
Is there a strong correlation? Or just a rubbish correlation?

I wouldn't sweat it. Render bars are really a poor indication of what's going on in a sequence. If you're getting good playback, you really shouldn't worry about the color of the render bar.
