This sometimes happens when you work with or output MPEGs.
What type of camcorder is your original footage coming from and how did you get it into your computer?
When you started your Premiere Elements project, which project settings did you select?
Which Share format and preset did you select for your output?
The footage came off of a Canon Elura, which uses mini DV tapes. I recorded the footage using the cameras "Wide Screen" setting. I imported the footage via firewire straight into Elements.
I select "NTSC-DV-Widescreen 48khz" when I started the project.
My output settins were MPEG, NTSC DVD Widescreen, which automatically gives me a frame size of 720x480.

Try Share/Computer/AVI using the DV preset. Your output should come out with everything in place.
After that, you can open a new DV Widescreen project, import this AVI into it and output an MPEG, DVD or anything else without your elements shifting positions.
Creating the AVI, importing it into a new project and outputing to the MPEG worked perfect. No objects shifted.
