Maybe I am just not following what you are doing, and what you wish to happen?
A Title is like a Clip. It is placed onto the Timeline in a certain spot. It is not attached to other Clips, but is separate.
With, say a Ripple Delete, it will (or should) move with other Clips after the location of the Ripple Delete, and move the same number of Frames, that other Clips move. Is this what is not happening?

I should have phrased my question "What is a good way to lock titles to video clips."
If there's no magic checkbox, what's a good workflow? Don't title until your edits are all done? This makes sense except I feel like titles help me visualze my edits.

Constantly grouping and ungrouping for every tiny edit requires constantly zooming in/out and selecting the appropriate titles which is difficult on a long sequence with many short titles.
Titles can be Selected, along with Clips (this is for both stand-alone Titles and overlay Titles), by lassoing the Clip(s) and Title(s), or added to a Selection with the Shift key. Then, they can be moved en masse. As you also have found out, Group can be used too.
