One possibility is to convert the automatic numbers to text: Type > Bullets and Numbering > Convert Numbering to Text.
Another is a bit more complcated, and depends on the document structure. IF each section is a separate document, and there is only one number you need to pick up and it is an integer, then you can combine them in a Book and assign a Chapter Number to each individual document in the numbering and section options. Set that number equal to the one you want to pick up for the section, then add a chapter number variable in front of the running header variable in your frame. This, as far as I know, is the only actual use for a Chapter Number -- there is no other way I know to make it appear in the book other than using the variable.

My only concern is when sending out ID packaged files. Very rare, but does happen once in while.
Power Headers has no dependencies.
The file will open correctly on machines without the plugin installed. As long as things don't reflow on the other machine you should be okay. Even if it does reflow, rebuilding the headers when you get the file back should fix things up.
