Make a brand new project with just a Button and a click handler and see if you can debug that.

Are you trying to perform a remote-debug session? At work I have experienced that FlashBuilder will hang on 57% during a remote-debug session. It hangs because it hasn't contacted the application its trying to debug at that point. Perhaps FlashBuilder doesn't have the correct OS permissions to contact the application you are trying debug. What OS are you using? I can't recall the port that FlashBuilder uses to debug but I would make sure that it isn't being blocked. Are you debugging multiple SWFs? Also, make sure that there are no breakpoints set that would cause it to hang unexpectedly.
I am debugging on a local machine, with one SWF; this is certainly an odd issue (bird).
