Simulate? Sure it can be done. Isn't web page comping the art of designing w/o the hassle of having to make it work as well?
Of course you cannot make it work, but then again that's not what you are supposed to do when designing a web page.

I guess you read that differently than I did, but FWIW, creating a lightbox in Dreamweaver would take me less time than simulating one in InDesign.

Just to clarify, I'm trying to make a static page design that looks like a lightbox has openned. I know there's no way to simulate the behavior of a lightbox in InDesign.

Then yes, you can do it. Just draw a frame above the rest of the document and fill it with black. Set the opacity to about 20%.
