And since the relevant error states something with system policy, this is either a compatibility issue with UAC or other security stuff e.g. on Win 7, a third-party security tool blocking access or on the other hand mundane permissions/ user privileges issues becvause you are not running as admin or have limited your user in another way... Also looking at the Adobe installer logs might reveal more details. They are in C:\Program Files\Common Files\Adobe\Installers...
