How fast is your processor and how much RAM do you have? How much free, freshly defragmented space is on your C drive? (You'll need at least 20-30 gigs of free, clean, defragmented space just to open the program.)
Have you ensured that you have the latest version of Quicktime from Apple.com?
Have you run a program like Advanced System Care on your system? (The program is free -- but pay attention to the install screens or it will install an annoying toolbar on your browser.) http://www.iobit.com/advancedsystemcareper.html
Have you manually gone to Windows Update to ensure you have even the non-critical updates for Vista?

I was shipped with a 2.2 g processor and 2 gb RAM. Freshly defragged 22.2 free space.
Quicktime is updates.
I have not run any programs like that.
Windows are up to date.
I think I should free up some hard drive space and try again?
You should be able to run the program with that much free space -- although you'll need much more space and probably a second hard drive to do any video editing. (If this is a laptop, you can use an external drive for your media and project files.)

I am a little hesitant to download programs on this laptop. My old laptop became cluttered with down loaded programs and it eventually took forever to start. I often do a disk clean up, if that helps.
That clutter may well be why the program can't run.
I have been running Advanced System Care for over 6 years -- and I swear by it! Even my oldest computer runs better than when it was new. PLUS I can run any version of Premiere Elements virtually bug-free. And the program doesn't do nasty things to your computer's performance, like Norton does.
So it's up to you. But if you don't run it, I can't help you. Sorry.
I installed it and did a Quick Care and tried to launch PE 3. No change. also performed a deep care but PE still won't start.
