I am trying to figure out the easiest way to do this -
I have several audio clips that together comprise a voiceover.
I need to cut the hi's and lo's on all of the them, and also de-ess them.
1) It appears that the effects are by clip only instead of track. Is there any way to change this?
2) If not, should I export the audio to merge it to one file and then apply effects?
3) If no to # 1 & 2, is the best bet to create a preset for those effects? This will take quite a while for each punch-in done on the audio.

You can easily achieve alot of things with audio in prem.
You can apply filters to your mixer channels in the mixer window.
This can be a good and easy way out except that you can't copy and paste effects in the mixer window.
This is why I just add fx to individual instances and then setup presets which can easily be applied to any clip.
There are audio track effects. As stated above, they're applied in the Mixer, not to clips.
You can also nest the original sequence into another. This allows you to treat a whole sequence of clips as a single clip, where you can apply clip effects, both video and audio.
