What type of camcorder is your video coming from and how did you get it into your computer?
When you started your Premiere Elements project, which project settings did you select?
Have you ensured that you have the latest version of Quicktime?

Do not know about Photoshop Elements, but with PS, one of the main causes of it not working are the OpenGL settings, and the video driver. Could be the same with PSE, but I do not know that program.
Check the task manager.. Is ElementsAutoAnalyzer.exe running? Kill it and then see if PSE works.
