Unfortunately, you can't just transfer directories over. That's not the same as an installation.
First, delete the C:/PROGRAM FILES/ADOBE/PREMIERE ELEMENTS to remove all instances of the program and their program files. Then use a program like Advanced System Care to clean up the mess you created.
After that, you should be able to install the program.
I wonder if a Repair Install of PrE first, might not fix things, so that the Uninstall works, as intended?
I have had to do that with other programs in the past, but have not experimented with doing so recently.
i have the same problem with elements. i cant get to repair. it only offers uninstall and fails to do that.
By experimenting, i have managed to get most functionality, but not all. Turned out Reader was also scorched, but have that back up.
The question remains, why did uninstalling ver 10 make a mess and left remnants of itself all over.
Could you please let us know what all Adobe Applications has been installed on your system. Also, it would be great if you can list steps so that we can reproduce this issue at our end. Also, have you installed both PRE 9 and PRE10. Is issue exists with PRE 9 or PRE10?
