I’m not sure what you’re talking about but CS4 is about three years old now and nothing’s been changed.

Now when I go there..... if I try to change the %, instead the opacity changes and I have to click a number of times and drag carefully until that area turns blue so I can resize instead of change the opacity. Did something go wrong with the program? Thanks.
In InDesign CS4 they introduced the Application Bar and Application Frame (Tabbed Windows)
In the Application Bar the area you show with the arrow is the Page View Preview,
This only changes the viewing size of the page onscreen.
If you say this is changing the opacity then something is wrong. (try resetting your preferences)
The Opacity selection slider is still in the Control Panel.
It should be just to the right of the Stroke selector in the Control Panel. This is same place it was in CS3, nothing changed with CS4
This will change the opacity, but you need to have something selected on the page for the Opacity adjustment to work.
Go to the Window menu and deselect the Application Bar to hide it.
