Report back with the codec details of your file, use the programs below
Once you know exactly what it is you are editing, report back with that information... and your project setting, and if there is a red line above the video in the timeline, which indicates a mismatch between video and project

A quick Google of CanonMVI03 indicates that your AVI may actually be MJPEG (motion jpeg) inside an AVI wrapper
If so, MJPEG edit with Morgan or MainConcept http://www.morgan-multimedia.com/
Good call, John. Premiere Elements can have issues working with MJPEGs.

Added... Steve beat me to an answer, and probably with a better answer as well
I will try converting it, but the thing that baffles me is that I have been able to edit these exact same file types with Adobe Premiere Elements 1, 2, 4, 7, and I even have edited them with 9 (until now). So, I have always been able to edit them with every version of Adobe Premiere Elements that I have ever had, And the only thing that I know has changed, is that after I started using Adobe Premiere Elements Organizer, then, this problem developed.
If you were able to edit MJPEG files before, but not now, then it is likely that the MJPEG CODEC has been removed, or is now corrupt.
This ARTICLE goes into more detail on MJPEG CODEC. Most likely, you have a copy of it on the utility disc, that came with the camera, but it might be included in editing software, or perhaps with the camera driver.
Do you have Quicktime installed? IIRC QT is used for MJPEG AVI import
