When I download a book from the public library, I get a  "Adobe Reader could not open" message.  I has acsm at the end of the file name.  I have installed Adobe Digital Editions, activated it and I think done everything I need to do.  The message goes on to say it is either not a supported file type or because the file has been damaged.  Any ideas?

You need to be opening the .acsm file in Adobe Digital Editions, not Adobe Reader.
