This just looks like some stock image laid on top similar to the notorious "film flash/ film burn". You could easily produce such an image in Photoshop or using effects like Foam or CC Bubbles wit ha custom texture from a pre-comp, then freezing a frame, time-remapping it or saving a still frame you think has a nice distribution... You could also find some photos of blurry raindrops on windows or dirty camera lenses and prep them in Photoshop. A million ways to do this...
You could even create a few random shape layers then set the opacity to about 60%, then set the blend mode to screen. You could then slightly blur the shape layer and if you wanted to get real fancy, even set it up as a track map to control and adjustment layer that you used for blur blur the underlying image. As millennium said there are about a million ways to do this. Most do not involve a plug-in.

But i was thinking whether there is any red giant plugin which simulates this thing. Coz i have seen many green screen composites where all the bokeh lights are created.
