Best practices - paper to HTML?

    SealedEnvelope Level 1

I'm curious if anyone has ideas on what the best way to convert old, paper manuals to HTML format is?

Have users found that it is wise to do a lot of pre-processing outside of Robo, before creating a Robo structure/project?  If so, do folks use custom tools, mostly, of their own, or standard-issue CMS software?

With very limited experience, I found that there is a great deal of HTML code clean-up, reorganization, and style remapping required in pre-processing.  It's not clear that Robo is being enough of a help, here, partly because of its editing design, which seems to favor going topic-by-topic.
