There are various limitations / constraints related to putting somthing on the iPad.
Huge performance difference from iPad 1 and 2 for a start.
It really depends on individual requirements.
Also it is critical you test on the device.
The emulator is unfortunately not a suitable replacement.

i) you can load any number of swf externally without any script contains within swf. you can have your script for the external swf within your main swf file and control it.
ii) Emulator will not emulate the speed of the devices
iii) Everything controlled by the script will work fine and use pngs graphics for best result.
