You can programmatically drive a filter's parameters in Flash. See any one of the Pixel Bender in Flash tutorials for more info.
Let me know if this does not answer your question. It might help to know more about what you're trying to do.
I'm setting the default values as the values i want to use and saving it as new filters. Worked just fine
