Welcome to the forum.
The image editing capabilities of PrElements are extremely limited, and mainly revolve around some Scaling of Still Images, a bit of Vector Art placement, in Titler, very, very light compositing, and then some Effects, that can be applied to Still Images in the Timeline.
For any real image editing, one will want an image editing program, like PS, or PSE.

There is Photoshop Elements OR there is Premiere Elements
I had not picked up on that, and read Photoshop Elements, and Premiere Elements.
Now, Adobe does package them together for a cost saving, and that is usually a very good deal, if one does not have, say Photoshop.

Thanks for your feedback! I found out I had a bundle pack, and had installed the one I wasn't as likely to use. I had to uninstall premiere, and reinstall Elements 10, (after 2 1/2 hours on the phone with tech support, (it didn't want to uninstall). I'm finally getting to use it. I'm sure I'll have other questions, and will some day be able to provide help to someone else.

If you had a bundle pack, and you didnot want to uninstall Premiere elements, you could have installed photoshop elements seperately. Both can run together easily.
