Are Photoshop and OS fully updated?
As with all unexplainable Photoshop-problems you might try trashing the prefs (after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved and making a note of the Preferences you’ve changed) by pressing command-alt-shift on starting the program or starting from a new user-account.
System Maintenance (repairing permissions, purging PRAM, running cron-scripts, cleaning caches, etc.) might also be beneficial, Onyx has been recommended for such tasks.

Weeding out bad fonts never seems to be a bad idea, either. (Validate your fonts in Font Book and remove the bad ones.)
If 3rd party plug-ins are installed try disabling them to verify if one of those may be responsible for the problem.
Does turning off OpenGL in the Performance Preferences and restarting Photoshop have any bearing on the issue?

It actually appears that it is not a 'problem', but simply a setting since the gray 'band' looks very precise like a slug space.
I'd like to know if it may be a setting that I have not been aware of and can simply change.

Jeffrey,
I'm using 10.6.7 (I have wake from sleep problems with 10.6.8, as do many others, so I don't want to 'change-horses-in-the-middle-of-a-race'... in the middle of a major project).
And 10.7.2 still has glitches I don't want to have to deal with professionally at the moment (I'm an Appleseeder and have been testing Lion for a long time).
Anyway...

Fortunately/unfortunately I can't since the last time I replaced the preference files it must have resolved the problem.
The gray area looked like it was a setting--since it was so clearly defined and only appeared in full screen mode. It didn't really look like a bug... other than the fact that I couldn't find a way to rid myself of it (i.e. once it appeared... it would reappear for any files that were opened in full screen mode).

As I mentioned earlier though... I don't recall that gray area ever occurring in the decade-plus that I've used Photoshop... and I use it a lot.
So... perhaps it was a corrupt p-file though the gray area sure did look clean.
