I am slightly new to this forum so please excuse me if this question has already been answered. I can't seem to find any good answers on the web.
I am designing a CD cover and I have a Photo that is in TIFF format that I have resized in Photoshop CS3 from about 9.25 to about 5.25 with resample image checked, bicubic sharper checked and brought it down about 6 times, 95% at a time. I cropped one side in a hair and the original image had been cropped by the photographer to a square. 9.25 x 9.25.
My display in In Design CS3 is set to High Quality and I've tried selecting Overprint Preview. The image looks slightly degraded when placed in the template the CD company provided.
Is this normal and does it mean it will still print ok?

It's probably fine, but I doubt you did yourself any favors by downsizing in so many steps.
In any case, you are looking at a preview in ID, even when you select High Quality, not the actual pixels that you see in Photoshop, so some degradation is pretty normal. Export to PDF and take a look at that.
