Marking In in clip window includes frame prior to in-point?

I'm still fairly new to Premiere Pro CS 5.5 (I used to use premiere back before Pro, in the 5.1 thru 6.5 years, then went to FCP, then naturally came running screaming back to Premiere) and I'm having a very frustrating issue. Whenever I mark an In point in a clip, when I drop the clip into the timeline it is including the frame before my marked in-point. Is this a known bug, or a feature I can somehow disable?
