its best to say what camera you have in your question that way people know what your working with.
with that said since you have miniDV tape you want to " capture " the footage on your camera.
hook up your camera and hit F5 to open the capture window and you will be able to capture from there.
Importing is really from a camera that records to hard drives and you just import the footage.

One more time, I am sorry for the basic basic questions. I never used this software and this is the second time I do a footage.
There are many new users to PrPro, and that is the reason for the links that Jeff posted - everyone must start somewhere. Getting the basics of PrPro down early, will make editing much easier, and a lot more fun.
I am fairly new to PP as well. What you need to do is "capture" the footage from your camera.
1. Open premiere,start a new project and name it whatever you want.
2. Next it will ask your sequence settings and sequence name. Just skip this by hitting cancel. (You can create a sequence later)
3. Click on "file", then click on capture. The playback buttons on premiere will sync with your camera, and youll just need to rewind your tape and capture from there.
Thats it! Of course there is much more you should know/do before you get started on editing your project, but this is how you get the footage in there.
