Also, an i5 CPU will struggle with AVCHD material. Many, with lower-powered CPU's, have found that CineForm works well, for converting the AVCHD for editing.

I kind of suspected I might have to upgrade my hardware, even though it's a business expense I don't need. There have probably been thousands of hardware threads, but can I ask what else I should be looking for? Will 8gb Ram be ok? Should I get a high end video card, sound card, etc? Or is it just a beefier CPU that I need?
In the mean time I will experiment with converting to another format as John suggested.

CS4 is 32bit, so I don't think you gain anything with more ram

No benefit to CS4, only CS5
As well as an i7 CPU, be sure your hard drives and projects are configured to spread the workload
My 3 hard drives are configured as...
1 - 320Gig Boot for Win7 64bit Pro and all program installs
2 - 320Gig data for Win7 swap file and video project files
When I create a project on #2 drive, the various work files follow,
so my boot drive is not used for the media cache folder and files
3 - 1Terabyte data for all video files... input & output files (*)
(*) for 4 drives, drive 3 all source files & drive 4 all output files
