Not sure what you're asking.
What type of camcorder is your original video coming from? Which settings did you select when you set up your Premiere Elements project? How video behaves in the program is determined by how well matched the project settings are to your source video.
Also, which specs are you outputting your Quicktime file as? As you know MOVs can use any of hundreds of codecs and quality levels.
As a test, I would play the output file in some other players, like VLC Player, GOM Player or MediaPlayer Classic HC.
I have seen reports from many, who found that QT Player DID lose sync on their H.264 files. In nearly every case, the issue was traced back to QT Player.

Files recorded in AVCHD. Project settings in HD1080i. Saved in pretty much every QT codec. QT files always starts out fine but approximately 45 seconds in it loses lip sync with the person I'm doing interview with. I have also adjusted fps setting from 29.7 to 30. All have same result.
I have determined that saving the H.264 QT file and simply changing the audio codec from AAC to "uncompressed" does the trick. Thanks to all for your interest in my issue.
