Set the crop settings in the export settings to 16:9. That will give you your widescreen look.

I have checked the 16:9 settings on the export settings and uploaded an NTSC and PAL version of a short version of the clip.
The NTSC version is wider than the PAL version but even this doesn't fill the viewer.

I adjusted the crop in Export Settings as you suggested (I hadn't done this earlier).
Then I uploaded a new version in PAL and it is here..
Sad to say, the result is the same

Since you are going to YouTube why are you using NTSC & PAL settings ?
Those are for DVD
Why not use the h264 YouTube preset ?
I agree with Glenn, the preset makes it much easier.
What kind of footage are you editing?
No export settings alas.

The h264 preset works a treat and if I crop to 16:9 it fits the player perfectly.
The source footage I am editing is DVCam widescreen PAL with some HD footage from a small camcorder. Premier handles the two formats easily and, with some colour correction, the two sources match together very well indeed.
