Sounds like a system setup problem or lacking hardware, but it is hard to tell without details.
Attach the results files from Speccy and CPU-Z and the screenshot(s) from Process Explorer.
Before I do that, I just remembered to add something else.
I used to have a second monitor before this second monitor. The first one was less resolution and played everything back fine. That was a 22" or 21" I don't remember. Now I got a second 24" to match the first 24" i have on my main display. So maybe there's an issue with higher res?

You have hibernation on as well as automatic updates. Turning those off may not solve your delay, but will steal less CPU cycles from your system. That makes me think you may have other services still on as the default Windows settings, so have you checked here: Windows 7 Service Configurations by Black Viper
You only have three disks and no raid configuration. That would normally be enough, but have you cleaned up your disks recently and defragged? That can make a huge difference. Are your Media Cache files still located on your C drive? Did you look at Adobe Forums: Generic Guideline for Disk Setup
I've looked into raid but don't fully understand it yet. Maybe when i have more time to sit down and absorb that lesson I can set it up. IS there a utility which sets up raid ? Is it manual, etc.. that's what I couldn't find out last time. That's a whole nother topic I guess.
I have looked at that disk setup guideline and set it up just as it suggests.
I will look into the Win 7 config by Black viper now.
