I have a series of tabs that I've made buttons and when I export my book to pdf, the buttons move to the front in front of a line I drew. I've sent the line to the front and the buttons to the back, tried putting the line on a different layer, but whenever I go to export, the tab buttons jump to the front. They look fine in InDesign, but upon export to pdf get messed up. When I leave them as objects (not interactive buttons) they appear as they should, all layered properly, when exported.

When you make a PDF, all of the page objects (vector art, images, text) sit on one layer. All interactivity sits above the page objects. It's just the way it is. It's the way PDF is constructed.
