Talk to Apple about that one. They've only made export available on the Mac version of the codec. You could export an uncompressed QuickTime from the PC, shuffle it over to the Mac, and compress to ProRes there, however.

Hopefully the industry will change a bit in the commercial world seeing final pro x is so useless.
I use a service lately that will take my MPEG files from Premiere and then send out to who ever needs the commercial. I use Extreme Reach if anyone is wondering. They sent out one of my commercials to ESPN seeing ESPN is really picky what they get.
