There is no "logical order". It might be the order of creation of the stories (and quite probably editing the document may move individual stories around so InDesign doesn't run out of ID's to assign).
Possibly your top left to bottom right order can be reconstructed by carefully examining the coordinates of the text frames that contain the stories.
I can confirm, JW - InDesign assigns unique IDs to each object (including stories) at the time they are created, and that's the order you're seeing in the StoryList. JW is also correct that the story itself doesn't have a location; the frame that contains it does. You'll find that information in the Spread document(s) for your file.
I just jumped directly from designmap.xml to Stories folder after seeing that StoryList attribute.
Should have taken it step by step.
