Loading Web Colors from External File

Currently I've got a script that changes the colour overlay of a one layer PSD file, then saves the file with the web colour code in the filename. I've been using an array to store all of the web color codes, but inorder for anyone to change what colours are used by the script, they have to modify the script itself (not ideal). I was hoping to take this step out of the process, and allow the user to import a .txt file (or similar) and the script would create an array based on that file (assuming color codes are on seperate lines).

Is this possible? And if so, how can I do this in Javascript? Ideally the txt file wouldn't be at an absolute path, and a dialog box would prompt the user to import it.
