It's not news, I know. Something's preventing downloads and installations. But I saw a twist on this tonight.
New laptop, Windows 7 Home Premium 64-bit, Firefox 8 64-bit. Tried to download Flash, but it kept stopping at 12%. Tried another web site, and it stopped a few times; the last time was at 97%, when I gave up. I tried downloading the full installer, but that wouldn't download, either. I wasn't having a connectivity issue, as I was surfing the web at a brisk pace. The only thing that wouldn't work was that download.
So I downloaded it with my old XP machine, which is cabled to my router and modem. Its download completed instantly the moment I clicked the Save button. I transfered the file via flash drive and completed the install.
So, maybe it's just a Windows 7 thing? Or a WiFi thing?
I am using Windows 7 on WiFi, and I can download the full installer from http://forums.adobe.com/thread/909550 within less than a second.
