File produced by AME is way too big under some circumstances

I folks, I am using AME CS5 on Wind7 via Adobe Premier and After Effects without amy problem for about a year.  This week I was hit with what I suspect is a bog.  Producing an FLV file directly or going from mp4 first then to FLV creates a file that is 3 times larger or more. If I create an MP4 file first whith a size of 700 MB, I then request an FLV with a bandwidth of 750 Kbps. Instead I get a file that is more consistent with a bandwith of 1.8 Mps.  When I try to lower the bandwidth to 500 Kbps, I get a slightly larger file than the one produced for 750 Kbps!.  Other video projects with the same settings work just fine. But this particular Adobe Premiere CS5 product just will not produce correct results.  I finally switched to another vendor for media encoding and their tool worked just fine.

I can supply a link to the mp4 intermediate file if an Adobe engineer would like to look at it.

To be clear, I don't think this is a settings issue, as my other projects work fine with these settings.
