You can set the hitarea in Flash for complete buttons. If you are layering the || on top of the button skin in Flex, then you can set mouseEnabled = false so that the || don't block the mouse, or finally, you can set mouseCHildren=false for your button container, though this would prevent any flash hover/hit animations.
One other thing you could try is to create an additional graphic inside the Flash skin. Make it the size you want the hit area to be, and give that graphic an alpha of 0 (leave the pause graphic alpha just the way you have it). I haven't tried this with skins in Flex, but it's a common method of defining the extents of a Flash symbol without having to mess around with defining additional hit areas.
