There are a number of possible reasons that a DVD won't burn, from the nature of your source footage to your computer's disc space to incompatible drivers for your DVD burner.
If you'll walk through the list of troubleshooting steps in this FAQ and post your resuts for each IN AS MUCH DETAIL AS POSSIBLE we'll be much better able to diagnose your problems and recommend solutions.
Also, don't forget to tell us which operating system you're working with!
For your Project w/ the Menu, can you Burn to Folder on one of your HDD's?
My first question would be how much defragmented free space do you have on the HDD, where your Project and Scratch Disks are located? That can be a biggie.
HI the file burns both to folder and disc perfectly WITHOUT the menu. The problem arrises once the menu is added. When burning to disc with the menu it gets to %% and the program hangs (not the computer). When burning to folder it hangs at 2%. I am using the updated version of Adobe Premiere Elements 9. The puter is :
Windows 7 Professional 64 bit
Core 2 duo t9300 @2.5Ghz
graphics card 8400M GS
C drive has 178Gb free of 466Gb
H drive (external) has 661 FREE of 932Gb
The scratch disc is the same as the project which is the external drive H
Project settings : AVCHD 720p pal
The file in the project we are trying to burn is a WMV, which burns perfectly WITHOUT the menus. It is 4.3 Gb burning to a 4.7Gb DVD or file
We have tried a number of different menus. The current one is 'faux widescreen'
The picture in the menu is 1000 x 500pixels, the music on loop is 19s
We have also tried on another computer running XP home, 32 bit, same results
Summary: Project will burn perfectly without menu
With menu it renders, and compiles but then fails at 5% when burning to DVD or 2% when burning to file

Yes I can burn to both DVD and file without the menu, but to neither with the menu

Just got it to burn in Premiere elements 7, go figure. Would still like to know how to fix the problem in Elements 9 if anyone has any suggestions.

Again, if you'll work through the troubleshooting steps I posted above, we'll be able to tell better where your pinch points are.
Otherwise, it's just random speculation.
There were some dodgy templates in PRE9 - although most of the reports were about them failing to burn custom backgrounds. If you don't plan on upgrading to PRE10 try copying your PRE7 template folder for that theme to the equivalent PRE9 folder and see if that then works for you.
