There is no easy way to do this convincingly in Premiere Elements. Sorry.

No. The best solution is to create the effect in another program and then output the finished clip and bring it into your Premiere Elements project.
After Effects includes a snow effect. So does iMovie. It's possible Windows MovieMaker Live does also -- but I haven't looked.
You may also want to check out a program called Hollywood FX from Pinnacle.
It is not a plug-in for Premiere Elements but a separate program, like After Effects, which can be used to add effects to video clips and then output them for use in another project.

That's a plug-in that works in Premiere Elements and other video editors.
I once built rain in Premiere Elements 2 or 3, but have since lost the recipe. That was difficult and slow rendering, and snow would be even more difficult. I remember the recipe started with the Noise effect.
I downloaded a free snowfall clip with a black background, used the chroma key effect. The snowflakes were all that were left, but they had a dark outline that didn't look very natural. I found that by choosing the "mask only" option, the flakes were all perfectly white and the effect was acceptable. To look best, the scene needs to have been shot on a tripod or at least completely stable, otherwise, the background moves and the snow doesn't, ruining the effect.
