Google search After Effects templates. I dont think you will find Premiere templates.
Yes, there are plenty of AE Templates available, but just do not recall seeing many Title Templates for PrPro. Going back some years, there was a UK design firm (cannot find their URL now), that had several packages, plus Encore Menus. Most were for weddings, but many users felt that the price did not justify the material.
Most folk either start from scratch in either PS, or even Titler, or they use one of the included Title Templates and modify them to suite.
There could be sources out there, but just cannot recall seeing them.
Good luck to the OP,

I make graphic sequences from scratch for lwer 3rds in Premiere. Main tool being the title maker.
I start with HD sequence I'll call Lwr_3rdBking. On this I'll compose motion and layering of solid graphic clips created with Premiere's title maker, photoshop, AE, In camera FX shots, whatever works. I use the Blend option in the opacity controls to create some neat looks.
Then I'll nest the Lwr_3rdBking sequence, and use a 4 point garbage matt to draw a shape the size of a lower 3rd bar. Basically cropping the nested Lwr_3rdBking sequence.
Then I'll use the title maker to draw a lwer 3rd box over the cropped and matted Lwr_3rdBking. I take care to match the size neatly. I turn off the fill color of the box I just made, the turn on inner stroke, set it to bevel and adjust the bevel gradient. Shadow could also be added.
When I'm happy with the lower 3rd frame that I created with Title maker, I will lay it on top of the nested & cropped Lwr_3rdBking sequence, The gives me a lower 3rd graphic that has motion within and is framed nicely.
If I use it repeatedly, I just duplicated the original Lwr_3rdBking sequence in the project window, rename it for it's purpose. Then add whatever text to the each new Lwr_3rd sequence.
It may seem laborious, but really once you settle on an initial design, the creation of subsequent title sequences is very speedy.
Hope that helps.
I really like Digital Juice.
They have allot of pre-made effects and they even have pre-made Premiere Pro templates.
The Motion and Editors Tool kits might have what you want. They even have Singles too.
They have a video here showing how a lower third can be made.
Good links GLenn. I had forgotten about Digital Juice - I think of them for their "sales" on some programs, like the ProDAD series. Thinking of them as a source for the OP's request, just never occurred to me.
Thanks for the prompt ideas everyone:
I do use titler and I have googled this that and the other. I have been using the effects, transitions, and lower thirds in premiere, I am just having a hard time finding the best thing out there, in HD of course, to enhance my projects and decrease my time on each one. I imagine there must be something better than what I've seen.
- I own some "Digital Hotcakes" template discs and it was cool for a hot minute for some niche specific transitions
- Pond 5 is really cool, but EXPENSIVE
- There's a bundle in 12 Inch Design that would be perfect if it was HD
There's some others out there I've checked out but didn't get my attention.
In respect to my asking what you guys may do I was thinking about making my own in Flash. DO YOU THINK FLASH WOULD BE GOOD TO USE??? I haven't messed with After Effects enough to be comfortable with it, I assume I can do it in there. But, I like Flash a lot.
