What he said. Radio Waves gives these kinds of things automatically, you just need to play with the frequency and decay settings to get the right count of waves at any time.
Yeah, I thought about Radio Waves. I guess I didn't describe the effect I want correctly.
I don't want radiating concentric circles (which is how I've used Radio Waves in the past).
I want a series of non-moving concentric cricles. Is something like this doable in a shape layer using repeaters?

Put the repeater just below the elipse path, adjust scale, animate the number of copies, set two keyframes and then add the expression loopOut("cycle")
That should get you started. You could then add another repeater for opacity.
Did you figure out a way to do this in AE? I am looking to do the exact same thing as your animated GIF in a training video that pinpoints to particular location on a map (as in the epicenter of an earthquake for ex).
Any progress you can share would be much appreciated!!
