John T Smith Dec 17, 2011 11:18 AM (in response to Michael Stehly)As far as I know, no version of PPro does "smart rendering" so you are correct... creating a new file does render what you have, and that means quality loss, especially since you are starting with an already compressed file
I do not edit Mpeg files so don't know the capabilities of these programs, but it's free to read at the links to find out if any of them do smart rendering

As for the Exporting, what will be the desired delivery scheme? That will very likely dictate which format/CODEC you will choose.
