In the Avid you have the function "DV Scene Extraction". With DV Scene Extraction you can split up your captured master clip into subclips. (Everytime a pause or stop signal from the camera is detected, a new subclip will be created, or a new locator will be placed.)

During Capture, you can choose Scene Detect.
Some feel that the Scene Detect in the free Capture utility, HDVSplit, is better.

Premiere Pro has no automatic way to do this after capture, only during.
