Are you using this software on a computer you personally own or a school or company computer?
Also, what operating system are you working with? And which version of the software are you using?
this is my personal computer...and as far as operating systems it is windows vista and im trying to install the photoshop elements 10
Welcome to the forum.
There is a difference between signing in with an account with Administrative Rights, and with an Administrator Account.
I would check that your account is as Administrator, and then check for the full permissions.
You may need to contact Adobe Tech Support. If you're getting issues like this even though you're running your computer as an administrator, there's something going on too deep for us to troubleshoot on this forum.

Unlikely. The 'real' administrator account in windows is not very obvious. Normal installs of a single user create a user with administrator privileges. However this account is not 'the' administrator account.
To run the installer as the real administrator right-click the setup file and select 'Run as Administrator.
If this does nor solve your problem then there is something more fundamentally wrong with your PC.
