Try moving the video within the frame.
Tone down the white. DV does not handle super-white.

Dont know why its happening but put the video under the mattes and make 2 mattes that cover the rest of the area and goes over the video by a couple of pixels on each side.
See if that at least works.
Is the white ...a single matte that cover the entire 16:9 vertical field?
If so ...I think you may need to apply a little top and bottom crop (Crop Filter) to the video layer which I assume is on a layer above the white matte.
DV has blanking and all sorts of "junk" in the lines of the image and they are usually out side the "frame".
BTW - not sure what all the rotating is about.
Is this a custom project base on it being vertical ?
