Encoding Video to MPEG 2

I use Premiere CS3 to encode my videos. The Format is MPEG 2. The Quality is set at 4. The Bitrate Endoding is CBR. The Bitrate is set at 6. If I set the Quality and Bitrate higher, how much better will the video quality be. What problems exist if they are set higher?

Its possible the dvd will not play in every dvd player.
Just try it. Won't hurt to do some experimenting.
