I think I've experienced this before. In my case all I had to do was go into the timeline and select one of the tweens — just select a frame in the middle of one of the tweens. After that all the tweens were back to normal on the next publish. If that doesn't work for you I don't know what would be next. I've had this happen a lot, and selecting a frame in a tween has always worked for me.

Set the publish setting to 80% and THEEEN go in ......the....100's of movie clips...one by one.?
Do i have to do it all in one sitting?what if i export and i forgot like 40 of them, do i have to START ALL OVER?

Are you changing the publish setting for the flash file or are you talking about setting the export quality for one single png? In my case I'm talking about changing the export setting for the whole Flash file. If that is what you are doing, the following is my experience.
Change the setting. And then go to one, only ONE, of the tweens and select it. That is it.
In my experience just selecting one tween fixes them all.

my main timeline is empty, then i have tons of movieclips with tons of movieclips inside of them. They're all scattered here and scattered there.
and i was so happy, it went from 15mb to 12.6mb

Sorry. Don't know what to tell you. It has always worked for me.
The only other thing I can think of is to create one new tween on the main timeline, publish, and then delete the one on the main timeline.

It works. I just have to do it for every sing movie clip that weaks out. It can be laborous but it's completely worth it.
Maybe in future versions flash can fix this.

But it could be dangerous. So SAVE AS. Then do the settings and then restart!
