Changing colors of photos to match colors of part of larger photo

This one is hard tp explain but bear with me.

I am trying to figure out how, in some advertisements or art, how they have maybe hundreds of small photos that are all different but when you look at the overall picture it is perceived as one image.

Maybe the overall image is a flag but look closer and it is dozens of images of people that have been colorized shades of red white and blue.

It does not look like a photo of a flag superimposed and the opacity reduced. There must be some efficient way to pull this off with spending days doing a mosaic puzzle.

      Thanks for your advice!
