Why are there no filters in the main workspace panel?

I first got photoshop back in april and ever since I first installed it (from disk) there has been no filters in the panel to the right of the main workspace, It sais filters but there is no actual content in it. Same goes for the content bar next to it. I am running Photoshop elements 9 on a mac (osx 10) and have already checked all the options in the window bar. Oh and one other thing, it works perfectly fine on my Mums and dads user accounts, everything is there?

Quit PSE then go to hard drive>library>Application Support>Adobe>Photoshop Elements>10.0>Locale>en_US (or your location) and delete mediaDatabase.db3. When you start the editor next time, don't do anything till it's through rebuilding the panel contents.

This is the library at the top level of your hard drive. If you have lion the easiest way to find it is to go to the finder preferences and turn Hard Disks under Show these items on desktop. Then double your hard drive and it should be right there.
