beginning page numbering ten pages into a document

    cyberbaffled

I can't stop InDesign from attributing page numbers to the pages it encounters in a document, attributing page one to the first page it encounters.  The problem is that the page number one I want displayed in a header occurs associated with chapter one; but that page has already been numbered ten by InDesign.  There are no headers for the first nine pages in the document.  How do I set InDesign to ignore those first nine pages and begin the visible page numbering at my chapter one?  Anyone?  I've tried every combination of settings to the page and section numbering menu in Pages and Layout and have changed to "absolute" page numbering in Preferences, but nothing solves the problem.
