Install the latest Adobe Reader 10.1.2 from http://get.adobe.com/reader. Launch the same and accept the EULA.
Now try and access the PDF link on the website via any web browser. Once the PDF is successfully loaded in the browser, move the mouse to the bottom of the screen wherein you will see a floating toolbar. Click on the Save button and provide a location where to save the file and the file will be saved on your disk.
