What version of photoshop and operating system?
Not sure why an action won't work (same case here on windows 7 cs5), but you might try File>Scripts>Image Processor which does appear to work.
CS5 and Windows 7.
I'm obviously not getting it quite right, because I tried Image Processor and it's giving me an error message - Sorry can't process TIFF.
I'm running Image Processor:
1. Selecting a source folder
2. Selecting a location folder (which is the same as the location specified in the Action SAVE AS step)
3. Save as TIFF
4. Run Action (selecting the recorded action where I'd deselected the Image Pyramid option)
The file appears to be opening OK and I can see the file size reducing, but then I get the above error message.
You don't need to use an action with the image processor, just check the Tiff option in the image processor dialog.
If your action does more than just save, you can use the action, but just disable the save as step in the action.
I tried that and it's worked, though I can't understand why? When you save a TIFF in photoshop, the default is for the Image Pyramid is to be saved with it, so you have to uncheck it. So how is it that the save as Tiff through the Image Process dialogue doesn't include the image pyramid by default?

I think your only seeing the Image Pyramid checked because the image already was saved with those settings, but if you were to open a tif or other file format that didn't have image pyramid already applied, then the default should
be with image pyramid unchecked.
